A simplified mortgage at 3% within the eOsel program became available also for mobilized soldiers. Since January 11, the Govt extended the provision of favorable credit to all military personnel. You can issue a mortgage for the project using the Diya application. The Ministry of Economy informs about this.

“Military serviceman Petro Sydoryshyn, who was mobilized in 2023, is one of the first users of the program according to the updated requirements. Together with his wife, Petro already received a loan and bought a house in Rivne. In total, 23,039 Ukrainian families have already managed to buy a home thanks to the eOselya program. Of them, 11,185 are military personnel. The total volume of subsidized mortgages provided is more than 39.7 UAH billion,” the report of the Ministry of Economy states.

Employees of the security sector, doctors, teachers, scientists and their family members can also take advantage of the preferential rate of 3%. For the rest of citizens without their own home, as well as veterans and IDPs, the mortgage interest rate is 7%. Information about the program at the link.

Actions that must be taken to take advantage of the state affordable housing program eOselya

  • Submitting an application through the Diya portal. It must include the main data: marital status, place of work, amount of income, estimated cost of the home to be purchased and the amount of the first payment.
  • Prior approval. If the application is filled out correctly and meets the requirements of the program, the applicant receives a notification of its approval. “Actually, immediately after confirming the application, the user in “Action” sees offers from banks that are involved in the program, indicating the possible amount of the loan. Financial institutions make such decisions quickly – both confirmations and rejections appear in the application. However, this is only a preliminary approval. For the final verdict, it is necessary to choose real estate and submit a full list of documents to the bank,” noted Kateryna Lychana.
  • Choice of bank and housing. After the approval of the application, the borrower has 30 days to choose the banking institution and the residential object he plans to purchase.
  • As Kateryna Lychana, head of GLOBUS BANK’s partner department, explains, there are certain restrictions for the secondary market: the life of the house should not exceed 3 or 20 years, depending on the category of the borrower and the location of the home. On the other hand, everything is simpler with the primary market. The list of accredited new buildings is posted on the websites of participating banks and PJSC “Ukrainian Financial Housing Company” (“Ukrfinzhitlo”), which is the operator of the “eOselya” program. The borrower can choose a convenient location, choose an apartment by area, layout, and even choose a floor. In addition, primary real estate is usually cheaper than on the secondary market.
