In February 2026, the housing subsidy remains one of the main types of state support for Ukrainians at the height of the heating season.
Journalists ICTV facts found out how the amount of the subsidy is determined, which utilities and fuel costs are compensated by the state, as well as the conditions for receiving assistance for internally displaced persons and families renting housing.
The housing subsidy is targeted state support for citizens who are unable to pay for housing on their own.
These are the costs of managing an apartment building, communal services, purchasing liquefied gas or solid and liquid household fuel for the stove.
For 25 years, the subsidy system has effectively helped citizens pay for utility services in conditions of price changes.
Since its creation in 1995, the program has been regularly improved in order to meet the modern needs of society as much as possible.
Subsidy 2026: what the state reimburses for
According to the Ministry of Social Policy, Family and Unity of Ukraine, currently, in the form of housing subsidies, the state reimburses a person for the costs of:
- installation, maintenance and replacement of commercial accounting units;
- subscriber service for consumers of communal services provided in multi-apartment buildings under individual contracts;
- management of an apartment building;
- supply and distribution of natural gas, electricity and thermal energy, hot water, centralized water supply and drainage, household waste management;
- purchase of liquefied gas, solid and liquid furnace household fuel.
Assistance for the purchase of stove fuel is provided once a year only to those households that do not have central heating and do not use gas or electricity to heat their homes.
As explained by the Ministry of Social Policy, in order to receive a subsidy for the payment of housing and communal services, you can contact:
- the nearest service center of the Pension Fund of Ukraine;
- Center for the provision of administrative services (TsNAP);
- authorized official of the executive body of the village, settlement, city council of the territorial community.
How to apply for a subsidy for an IDP family that rents housing
The Pension Fund of Ukraine said that a family that rents housing, and its members have the status of an internally displaced person, has the right to receive a subsidy. It is necessary to apply for the registered or actual place of residence.
The IDP must provide a certificate of an internally displaced person to confirm the actual place of residence, in addition to the application and declaration of the established model.
For tenants and households consisting entirely of IDPs, a condition applies: in the case of assigning a subsidy, the property status of persons who are officially registered (registered) at this address is not taken into account.
At the same time, the formula for calculating the amount of assistance for displaced persons remains the same as for all other categories of citizens.
As noted in the Pension Fund, the subsidy is calculated if the cost of the utility exceeds the amount that the family can pay on its own.
The size of the payment is determined individually: it depends on the number of residents, the list of services and total income. That is, the less the family earns, the more assistance it receives.
In addition, housing payments received by internally displaced persons are not included in the total average monthly income when calculating the housing subsidy.
