This was announced by the Minister of Defense of Ukraine Mykhailo Fedorov.

He noted that this appointment was at his suggestion and the team continues to be strengthened by effective leaders.

Fedorov said that he and Chmut discussed key tasks that the Ministry of Defense plans to implement with the support of the AOZ and the Supervisory Board. In particular, it is about determining the real needs of the front and ensuring maximum transparency of all processes – purchasing what shows effectiveness on the battlefield.

“Everything that we purchase must be directly related to the goals of the war and actual needs. Quality control and timely delivery of everything that is purchased. Tracking of supplies to reduce delays between payment and actual delivery and ensuring the timely arrival of military equipment,” Fedorov emphasized.

According to him, it is necessary to build a flexible and dynamic procurement system capable of responding to the innovation cycle, as well as price reduction thanks to transparent competition and anti-corruption effect. He emphasized:

“Taras Chmut is an effective leader who, as the head of the Come Back Alive Foundation, built one of the most effective and transparent support systems for the Defense Forces – from working with the real needs of the front to quality control, procurement and fast delivery to the frontline. This experience is critical for the transformation of state defense procurement.”

He added that the task of the Ministry of Defense and the AOZ is to make defense procurement as efficient, transparent and result-oriented as possible on the battlefield.

Taras Chmut – what did he say?As UNIAN reported, in August 2024, ATO veteran, head of the Come Back Alive Foundation Taras Chmut compared the former commander-in-chief of the Armed Forces of Ukraine Valery Zaluzhny with his successor Oleksandr Syrskyi.

He noted that he likes the reduction of politicization in the Armed Forces under Sirsky. But at the same time, he noted that to a large extent he does not like the attitude to the human life of a soldier.

He also added that Syrsky is a “general of difficult times.” At the same time, he noted that this may change in the future.

In September 2025, Chmut said that 30,000 people are mobilized in Ukraine every month, but they still have their own thorny path between the mobilization of the TCC and the combat unit. At the same time, he noted that a third of the 30,000 mobilized, i.e., 10,000 of them end up in combat units.

The volunteer believes that it is better to mobilize fewer people, but to do it better.
