Stoltenberg urged the EU not to compete with NATO in defense matters

Outgoing NATO Secretary General Jens Stoltenberg has warned against EU defense efforts duplicating or competing with the military alliance, given limited funding and personnel.

Stoltenberg’s statement is cited by the Financial Times, reports “Europa Pravda”.

According to him, the EU’s desire to create separate command structures and planned rapid reaction forces risks diverting resources from NATO.

“I welcome more EU defense efforts, as long as they are done in a way that is not duplicative or competitive. What the EU should not do is start building alternative defense structures, such as intervention forces,” he said, referring to the planned deployment of a 5,000-strong EU military contingent.

According to Stoltenberg, given the fact that “it is difficult for us to fill all positions” in the NATO command structure, “it would be a little strange if the same countries were not able to send as many officers as they should, because instead they are creating an alternative structure.”

Senior Alliance officials told the Financial Times that the EU’s defense efforts are already diverting resources from existing NATO structures.

“If Europe is attacked, people should know immediately who is responsible for the response. Competing structures create uncertainty … which only helps the enemy,” said one of the newspaper’s interlocutors.

In particular, NATO is concerned about the proposed expansion of the EU Military Headquarters, the structure that controls the military missions of the European Union.

The plan could complicate a critical command system in the event of a conflict, officials said, and divert human resources from NATO’s own undermanned command structure.

NATO officials are also unhappy with the EU’s desire to create its own list of military standards for the armies of member countries instead of using NATO lists that have existed for several decades.

“Countries can only have one set of goals for forces and assets, they cannot have two. This is NATO’s responsibility. One set of standards, one set of goals for forces and assets, one command structure. And that is NATO,” Stoltenberg said. .

Officials also warned that the EU’s defense procurement plans could exclude non-EU NATO members such as Britain, Norway and Turkey, weakening existing defense-industrial cooperation projects.

Jens Stoltenberg has been the Secretary General of NATO since 2014. From October 1 will be replaced by the former Prime Minister of the Netherlands Mark Rutte.

The media previously reported that Stoltenberg will become the head of the Munich Security Conference.
