Starmer added that a “coalition of the willing” will keep up pressure on Putin on the battlefield and in the economy, because that is “the only way to change his mind and push him to the negotiating table.”
The “coalition of the willing” meeting came a day after European Union leaders meeting in Brussels failed to reach an agreement on using frozen Russian state assets to fund Ukraine after Belgium, where most of the money is held, raised legal and technical concerns about the proposal.
