The Cabinet of Ministers has approved the bill under number 3302 on the formation of a specialized district and appellate court. The document was submitted by the President of Ukraine as urgent and approved on September 16, 2025 in the second reading and as a whole.

The document provides that the competition for the post of judges of the specialized district administrative court and the specialized appellate administrative court shall be declared by the High Qualifications Commission of Judges of Ukraine within one month from the date of entry into force of this Law.
An expert council is formed and operating in order to assist the High Qualifications Commission of Judges of Ukraine in establishing the candidate for judges.
In addition, the document proposes to form a specialized district administrative court and a specialized administrative court with their location in the city of Kyiv and the extension of the territorial jurisdiction of these courts to the entire territory of Ukraine.
The creation of a court for public disputes that will consider administrative cases against national bodies is envisaged by a memorandum on economic and financial policy of December 11, 2024, with a report of the European Commission on Ukraine of October 30, 2024, with a plan of Ukraine (Ukraine Facility), a road card on the rule of law.
We will remind, on September 16, the Verkhovna Rada supported the law, which introduces the creation of two new courts – a specialized district administrative court and a specialized Administrative Court of Appeal. They will consider disputes of citizens and organizations with central authorities.
