Half of Ukrainians (52%) believe that the country should strive for negotiations to end the war as soon as possible. At the same time, 38% believe that Ukraine should continue fighting until the war is won.

This is stated in a Gallup poll.

Sociologists note a change in attitudes. A poll conducted in 2022, after Russia had launched a full-scale invasion, found Ukrainians determined: 73% of respondents preferred to fight to victory.

In 2023, support for fighting until victory declined, but more than twice as many Ukrainians were in favor of continuing the fight (63%) than in favor of negotiated peace (27%).

A significant part of Ukrainians who are in favor of negotiations for a quick end to the war believe that Ukraine should be open to ceding certain territory in exchange for peace. Half of this group (52%) agree that Ukraine should be open to some territorial concessions as part of a peace agreement to end the war, while 38% disagree and another 10% don’t know.

Gallup pollsters did not ask for more detailed information about the level of territorial concessions people would be willing to make.

However, KMIS survey data show that Ukrainians are ready for minimal concessions.

Among Ukrainians who advocate fighting until their country wins the war, there is little evidence that their perception of victory is changing. In 2022 and 2023, the vast majority (92% and 93%, respectively) of Ukrainians who favored continuing the struggle believed that victory would mean the return of all territories lost since 2014, including Crimea. In 2024, this figure has dropped to only 81%.

An earlier survey showed that 58% of Ukrainians speak only Ukrainian and only 9% – only Russian.

Another survey shows that 58% of Ukrainians believe that President Volodymyr Zelenskyi is most responsible for the results of the war, with the Armed Forces of Ukraine in second place.
