Head of the Security Service of Ukraine (SBU) Vasyl Malyuk on Tuesday, October 22, reported that in Ukraine in 2024 suspicion was announced to 64 officials of the MSEK, and more than 4,000 conclusions about disability were also canceled.

According to Malyuk, the SBU also exposed eight criminal groups, which included representatives of MSEK in different regions of Ukraine. In particular, in the Kharkiv region, the SBU exposed a group that included 13 representatives of the regional MSEK. During the searches, the law enforcement officers seized more than 650,000 dollars from them.
People who were part of this group sold medical certificates to men to remove them from military registration due to their health.
In the Rivne region, law enforcement officers exposed 29 representatives of local MSEK and medical advisory commissions, who also helped conscripts avoid mobilization. For bribes, they made out false medical histories so that they could assign disability groups to the evaders.
MSEK representatives “earned” more than 350,000 dollars on such a scheme.
In Mykolaiv, the SBU exposed the head of the regional MSEK, from whom they found more than 450,000 dollars, a collection of gold products and three undeclared apartments in Odesa. The official tried to hide this wealth and therefore transferred most of the property to her son, who is a student at a medical university and has a Russian passport.
The SBU also added that the head of the regional MSEK and three of her accomplices were exposed in Transcarpathia. For different amounts, they issued disability to men for removal from military registration.
In addition, the special service checks other facts of illegal receipt of disability. Malyuk noted that these checks currently cover almost 2,400 people.

On October 4, the SBI announced that it had exposed the head of MSEK Tetiana Krupa and her son, the head of the pension fund’s district administration, in Khmelnytskyi region for illegal enrichment. During the searches, they found almost $6 million in cash in various currencies and a number of forged medical documents, lists of evaders with names and false diagnoses.

During the searches, the head of MSEK tried to get rid of two bags with 500,000 dollars and threw them out the window.
Krupa did not include these funds in her declaration, they have now been withdrawn and transferred to a bank for safekeeping. The prosecutor also filed a motion to seize the funds.
The investigation is clarifying the reasons for the acquisition by the woman’s relatives of a large number of real estate objects abroad and in Ukraine, an elite car fleet, corporate rights and accounts abroad for almost 2.3 million dollars.
The SBI will also study the so-called “lists of evaders” found in Tetyana Krupa. Names and diagnoses of people were listed there.
On October 5, Krupa was informed of the suspicion of illegal enrichment. The woman faces imprisonment of up to 12 years with confiscation of all property. On October 7, the court arrested Krupa for 60 days with the possibility of making a bail of 500 million hryvnias.
Mass disability of prosecutors in Khmelnytskyi region
On October 16, Censor.Net editor-in-chief Yuriy Butusov wrote that 49 prosecutors in the Khmelnytskyi region probably received a disability of the second group by the decision of the head of the regional center of medical and social examination Tetyana Krupa, who is under investigation.
The Prosecutor General’s Office responded and stated that Prosecutor General Andriy Kostin has appointed an official investigation that will cover all prosecutor’s offices.
After that, the head of the Khmelnytskyi Regional Prosecutor’s Office, Oleksiy Oliynyk, said that he received the disability group in 2017. According to him, he was injured in 2005 at the workplace while studying the materials of a criminal case.
Oliynyk did not specify what kind of injury he received at the workplace, but stated that “the illness does not prevent him from performing his official duties.” He added that the question about “the presence of the group was considered during the attestation by the commission with the participation of representatives of the public and international organizations.”
Also, the prosecutor claims that only 48 prosecutors of the Khmelnytsky region received disability, and the staff of the prosecutor’s office of the region is 255 prosecutors.
“Therefore, it is not correct to claim that the entire prosecutor’s office consists of people with disabilities. Most of all, the disability of the majority of employees was not obtained in recent years,” the prosecutor said.
On October 17, the Prosecutor General’s Office reported that Oliynyk had resigned of his own free will.
