“Both the law on the state budget for 2025 and the laws on amendments to the Budget Code and the Tax Code will be signed in the coming days,” he said on the air of the national telethon.
Shmyhal added that this is one of the key requirements of the International Monetary Fund. In addition, the ability to finance payments to the military “is key.”
According to him, the government has appealed to the Office of the President and the Head of State regarding the “as soon as possible signing” of these two documents.

“They are also important from the point of view of filling with funds all expenditure items for the defense of our state this year and next year. So, we hope that both laws will be signed in the coming days. On October 10, the Verkhovna Rada voted for the draft law on tax increases. Subsequently, the parliament rejected all resolutions that blocked its signing.
The Verkhovna Rada adopted the draft state budget for 2025 in its entirety on November 19. In particular, it envisages record expenditures at the level of 3.94 trillion hryvnias, of which defense expenditures amount to 2.22 trillion hryvnias.
