Shmigal, in particular, pointed out that the European Parliament approved the continuation of “transport visa waiver” for Ukraine by the end of 2025:
“Thus, the agreement is prolonged for the fourth time. Ukrainian carriers will continue to require special permits. ”
In addition, the head of the government said, the day before the European Commission agreed Ukraine’s accession to the EU policy Roam Like at home. This would allow Ukrainians not to pay for roaming during phone calls and the use of mobile Internet in 27 EU countries.
“We expect that the EU Council will approve this decision soon and since the beginning of 2026 Ukraine will become part of a single European communication space. We create an important precedent – so far, none of the countries outside the European Union has joined the Roam Like at Home policy, ”Shmigal said.
He added that the government views it as a “high appreciation” of its European integration efforts.
Roming as home, introduced in 2017, allows people who have a mobile contract in one of the EU Member States, pay for calls, text messages and transmission of internal tariffs when they visit another country in the EU.
Roming as home is also used in other European economic zones that are not EU members – Iceland, Liechtenstein, Norway, as well as in other countries where some telecommunications operators have decided to bring their activities in line with EU legislation, such as in the UK.
