“Service centers of the Ministry of Internal Affairs have temporarily suspended the provision of some registration services. Since December 20, due to a malfunction in the state registers, the provision of services related to the change of the owner of vehicles has been suspended. The first car registration, HBO installation and other basic services remain available.”, — write on: unn.ua
As reported, the provision of the following transport services has been temporarily suspended:
– according to the sales contract concluded at the service center of the Ministry of Internal Affairs, at business entities, at a notary, at the Central National Insurance Agency and through Diya;
– according to the contract of gift, mine, inheritance
– under a leasing agreement, a stock exchange agreement;
– culling.
At the same time, the following services remain available:
– first registration of vehicles (new and imported from abroad);
– installation of HBO;
– replacement, booking, ordering and extending the storage period of license plates;
– examination services (taking exams, issuing a driver’s license);
– replacement and renewal of driver’s license and vehicle registration certificate;
– designation of the proper user.
IT specialists of competent services are working to eliminate the problem and restore the registry. The timing of the restoration of the registry is still unknown. As soon as the register is operational, service centers of the Ministry of Internal Affairs will resume providing services.

Enemy hackers have carried out one of the largest cyberattacks on the state registers of Ukraine. The Department of Justice is working to restore access to critical systems, which could take up to two weeks.
As Andrii Kovalenko, head of the Center for countering disinformation at the NSDC, pointed out, the cyber attack on the state registers of Ukraine was carried out by hackers associated with the Main Directorate of the General Staff of the Russian Armed Forces.
