“Schemes” named the judges whose careers contributed to Portnov

Radio Liberty Scheme reporters found out how the expirer of the head of the Presidential Administration Yanukovych Andriy Portnov and other related officials voted for the appointment of a number of judges.

Details: “Schemes” analyzed the archival documents of the High Council of Justice and the Verkhovna Rada of Ukraine from 2009 to 2014.

In particular, according to the documents, in December 2011, the High Council of Justice voted for the submission of President Yanukovych to appoint Andrei Secirsky to the Economic Court of Lugansk Region. He is the brother of his ex -wife Portnov, Tatiana. This decision was supported by all present at the meeting, among which, according to the minutes, was Portnov.

In July 2010, all attendees supported the submission of the wife of Judge Angela Seciarskaya to the post of judge of the Luhansk District Administrative Court. Among them – Portnov. Security, according to the investigation, and still work as judges.

In May 2010, the HCJ voted for the submission of Sister of Portnov Elena Isaevskaya to the post of Judge of the Pechersk District Court of Kyiv. Portnov took self. Subsequently, Isaevskaya became a lawyer and defended her brother in the courts, including Pechersk.

In the same period, they voted in favor of Tatiana Skoch, who was Portnov’s assistant in the status of a MP. The cakes, like the rest of the judges, retain its judicial status and declare that they receive a salary there.

In December 2011, the High Council of Justice of the Year supported the submission to the post of judge of another exnew of Portnov – Inna Belokonna. She still works as a judge of the Obolon District Court of Kiev.

In September 2010, the HCJ voted “for” the appointment of Judge Pavel Vovk, who was an assistant Kivalov in the Verkhovna Rada, chairman of the Kyiv District Administrative Court. Among them, according to the Protocol, Kivalov himself, Portnov and Lydia Izovitova (now the Chairman of the National Association of Advocates of Ukraine and the Council of Advocates of Ukraine – Ed.).

Kivalov’s nephew, which is associated with Portnov, Sergei Mogil in 2009 became a judge of the Supreme Economic Court of Ukraine.

“Schemes” also investigated how in some courts certain judges most often considered cases on the claim of Portnov and stood on his side. In particular, in the Pechersk District Court, several such cases were considered by Sergey Vovk, Svetlana Volkova, Irina Litvinova, Alexei Sokolov and Tatiana Ilyeva.

As the Schemes found out, Judge Ilyeva, the Wolf, Sokolov worked in the time of Yanukovych in one judicial panel with the previously mentioned sister of Portnova Elena Isaevskaya.

The journalists also drew attention to several judges of the Court of Appeal, who considered the most cases with the participation of Portnov and made a decision in his favor. This is Maxim Onishchuk, Lyubov Polyvich, Victoria Shebuyeva, Anna Kryzhanivska.
