Literally SAP: “On December 27, 2025, on the instructions of the Deputy Prosecutor General – the head of the Specialized Anti-Corruption Prosecutor’s Office, prosecutors of the SAP handed over suspicion to five People’s Deputies of Ukraine. Their actions were qualified under Part 3 of Article 28, Part 4 of Article 368 of the Criminal Code of Ukraine.

In the course of the pre-trial investigation, the facts of the possible creation and activity from 2021 of an organized group, which included people’s deputies of Ukraine, with the aim of systematically receiving undue benefits for the adoption / non-adoption of relevant draft laws are being verified.
Details: According to NABU, the group had a hierarchical structure and a clear division of roles. Its members included current people’s deputies of Ukraine and officials of the apparatus of the Verkhovna Rada of Ukraine. The activities of the group were coordinated by one of the people’s deputies.
To organize votes, group members sent instructions with numbers of draft laws in a specially created WhatsApp messenger group. There were instructions on how to vote: “for” or “against”.
After voting, money was systematically handed over to individual people’s deputies.
Literally SAP: “It should be noted that the amount of unlawful benefit was determined by the “voting effectiveness indicator”, which depended on the number of draft resolutions and laws supported by each specific People’s Deputy of Ukraine, as well as their presence at plenary sessions.
The size of the illegal benefit was between 2,000 and 20,000 US dollars. At the same time, at least from September 2022 to November 2022, the amount of unlawful benefit amounted to 2,000 US dollars, and at least from August 2025 – already 5,000 US dollars.”
Details: SAP added that funds were distributed, as a rule, every Thursday at the beginning of the next month based on the results of tasks.
Verbatim SAP: “According to the results of the conducted investigative and covert investigative (search) actions, it was recorded that from November to December of the current year, a member of the specified organized group – a People’s Deputy of Ukraine received an illegal benefit in the amount of at least 145,000 US dollars, with the provision of its further distribution among other People’s Deputies of Ukraine.
As of today, all suspected MPs have been served with a petition to apply precautionary measures.”
What preceded:
- On the morning of December 27, NABU and SAP reported that, as a result of an undercover operation, an organized criminal group was exposed, which included current people’s deputies of Ukraine. According to the investigation, members of the group systematically received illegal benefits for voting in the Verkhovna Rada of Ukraine.
- Subsequently, the NABU stated that the employees of the State Security Department resisted the Bureau’s employees during investigative actions in the committees of the Verkhovna Rada. Later, detectives were able to enter the building of the Council’s committees.
- The Department of State Security stated that its employees checked the persons whom NABU employees took as witnesses to the government quarter, and after the check they let those and others into the territory.
- According to UP sources, as part of the NABU and SAP investigation of an organized criminal group, people’s deputies from “Servant of the People” Evgeny Pyvovarov, Ihor Negulevskyi, Olga Savchenko and Yuriy Kisiel have already received suspicion.
