The Ryazan oil refinery, owned by Rosneft, stopped processing crude oil after a Ukrainian drone attack on the night of November 15, industry sources told Reuters.

“It is expected that the plant will be idle until the end of the month. Shipment of petroleum products is not planned until December 1,” said one of the interlocutors of the agency.

According to Reuters, the drones hit the main facility with a capacity of more than eight million metric tons per year. This is almost half (48%) of the total capacity of the plant.

Another major processing unit of the refinery, which provides a quarter of capacity, was disabled after a drone strike on October 24. The repair of this unit has not yet been completed.

According to the sources, the plant also stopped other installations, but it is not clear whether this is related to the Ukrainian attacks.

According to the St. Petersburg International Commodity Exchange, on November 15, the Ryazan Refinery stopped the sale of oil products on this exchange site.

The Ryazan Oil Refinery is one of the largest in Russia. In 2024, it processed 13.1 million tons of crude oil and provided 4.9% of the country’s total refinery capacity.

The head of the region, Pavlo Malkov, reported on the attack of Ukrainian drones in the Ryazan region on the night of November 15. According to him, a fire broke out on the territory of one of the enterprises due to the fall of drone fragments. He did not specify which one. Telegram channels claimed that it was about the Ryazan Oil Refinery. The General Staff of the Armed Forces later announced that they had hit an oil refinery in Ryazan.

In recent months, Ukraine has intensified drone attacks on Russian oil refineries, oil depots and pipelines. According to Reuters estimates, in 2025 the drones of the Armed Forces attacked at least 17 large refineries. However, the agency reported, despite the attack, oil refining in Russia was reduced by only 3% in 2025.
