One day, in this hall, they will definitely say that Russia’s war against Ukraine is over: not frozen, not suspended, not forgotten – truly finished.
And it will not happen because someone is tired of the war. Not because someone bargained something out of Putin.
Russia’s war against Ukraine will end because the UN Charter will come into force. It should work. Our Ukrainian right to self-defense must prevail. Our collaboration with peoples of the world who value life as much as we do. Our territorial integrity. Our sovereignty, the independence of our country. We are protecting what every nation would certainly like to protect for itself. And what the UN Charter guarantees for everyone.
And it is Russia that always has to lie to justify its war. Not us. Russia cannot refer to the UN Charter to explain what it is doing against us, against Ukraine, against the people of Ukraine. Actually, in her own perverted way, in her distorted world, she does refer to the Statute, but this is simply madness.
Russia has remained silent because it could not explain why a Russian missile recently hit a grain ship bound for an Egyptian port across the Black Sea. Russia is either silent or lying about why its drones and missiles are detected in the airspace of Poland, Moldova, and Romania. Ukrainians are injured and die every day. Daily. Today again Russian bombs hit residential buildings. Even an ordinary bakery became a target. What is so threatening for Russia in the production of bread? Putin has no answer. And Russia never has an honest answer to the question of why its army kills children in Ukraine, “defeats” schools and hospitals, fights not for justice, but for the blackout of a neighboring nation. Putin has nothing to say if you ask him why he is trying to drag Belarus into war, why his propagandists threaten the peoples of the Caucasus or Central Asia, or why Russia invests most not in the development of humanity, but in hatred. Russia has no legitimate reason – absolutely – to make Iran and North Korea de facto accomplices in their criminal war in Europe when their weapons are killing us, killing Ukrainians, and helping Putin steal our land from our people.
We know that some people in the world want to talk to Putin. We know that. Meet, talk, communicate. But what exactly can they hear from him? That he is upset because we are exercising our right to protect our people? Or that he wants to continue the war and terror just so that no one thinks he was wrong? This is also madness.
From the first second of this war, Russia is doing something that cannot in any way be justified under the UN Charter. Every destroyed Ukrainian city, every burned village – and there are already hundreds and hundreds of them – is proof that Russia is committing an international crime. And that is why this war cannot simply “subside”. That is why this war cannot be calmed down with talk. Necessary actions. And I am grateful to all the nations that are really helping in ways that save the lives of our people.
Putin has violated so many international norms and rules that he will not stop himself. Russia can only be forced to make peace. And this is exactly what is needed – to force Russia to make peace as the only aggressor in this war, the only violator of the UN Charter.
Now, approaching the third winter of this war, Russia is once again trying to destroy our energy, and this fall they are acting even more cynically. They are preparing to attack our nuclear power plants, three of them, we have this information and we have proof of this. If Russia is willing to go this far, it means that none of what you value matters to Moscow. This kind of Russian cynicism will continue to strike if it is given any place in the world.
The UN Charter leaves no room for this. And that is why the Peace Formula also leaves no room.
In 2022, at the height of the war, when I proposed the Peace Formula, I proposed to adhere to the UN Charter – to make effective everything for which this organization was created. Each point of the Peace Formula is based on the principles, goals and norms of the UN Charter – on the rights it guarantees to countries, and on the resolutions of the General Assembly, which are already supported by the majority of countries.
And there are no different versions of the UN Charter for different parts of the world. There are no regional quasi-statutes. There is no separate UN Charter for the BRICS or the G7. There is no separate Russian-Iranian UN Charter or separate Sino-Brazilian UN Charter. There is only one UN Charter that unites everyone – it should unite everyone. There is only one path to a just peace – clear steps that everyone understands equally, and this is reflected in the Peace Formula. This is the implementation of the UN Charter. And we all know what needs to be done if we honestly assess the situation and really want to stop Russia’s war. And the most important thing is to act. Together, of course. Of course, in unity. Without creating new and unnecessary divisions of the world into blocs or regional groups. Unity always works for peace.
We need to prepare a second Peace Summit to end the war. All together. And I invite all of you – all nations of principle – to join us in this process. All those who truly respect the UN Charter.
We invite China. We invite Brazil. I have already invited India. We work with African countries, with all of Latin America, the Middle East, Central Asia, Europe, the Pacific region, and North America. All are equally important for peace. All of them. No exceptions. Just as the UN Charter should work without exception. This is the process that will lead us to peace. To a just peace. Real peace. Peace that will last. We all already know how to achieve it. We have the Peace Formula. We have the UN Charter. And we have all the forces necessary to implement this.
All it takes is determination.
