Russian troops attacked a high-rise building in Kramatorsk, wounding four people, the head of the regional military administration, Vadym Filashkin, said.

“This time the Russians aimed at a residential high-rise building. This is another targeted attack on civilians, another attempt to kill, destroy and intimidate,” he wrote in a telegram.

Filashkin once again called on all residents of Donetsk region to evacuate to safer regions of Ukraine.
