Russia will not participate in the second peace summit – the Ministry of Foreign Affairs of the Russian Federation

Russia will not take part in the second peace summit, which Kyiv plans to hold before the end of 2024, said the spokeswoman of the Russian Ministry of Foreign Affairs, Maria Zakharova.

“Representatives of Russia have not participated in any meetings within the framework of the “Bürgenstock process” and are not going to. This process itself has nothing to do with settlement,” she said on September 21.

According to Zakharova, the goal of the new summit is to “promote the absolutely unsustainable “Zelensky formula” as an alternative basis for resolving the conflict,” to gain the support of the “world majority” and “on its behalf to issue an ultimatum to Russia on surrender.”

At the same time, she stated that Moscow “does not give up on the political and diplomatic resolution of the crisis” and is ready to discuss “really serious proposals that take into account the situation on the ground and geopolitical realities.”

According to Zakharova, without Russia and “taking into account its interests” it is impossible to achieve a “fair and stable settlement”.

The President of Ukraine, Volodymyr Zelenskyy, said the day before that Kyiv’s allies agree that it is necessary to invite representatives of the Russian side to the second peace summit, who, according to him, should familiarize themselves with the proposed “victory plan”.

Russian Foreign Minister Sergey Lavrov repeated on August 19 the statement of Russian leader Vladimir Putin from August 12 that there can be no question of negotiations after the start of the Armed Forces operation in the Kursk region of the Russian Federation.

The American Institute for the Study of War (ISW) is convinced that, in this way, Russian officials continued their attempts to blame Ukraine for the lack of negotiations to end the war.

Analysts warn that Russia continues to show reluctance to conduct peace talks in good faith.

At the end of July, the Ukrainian Foreign Ministry announced that Ukraine continues to adhere to the position that it is possible to involve Russia in the second peace summit. At the same time, the spokesman of the ministry noted that Ukraine seeks peace, but this peace must be fair, the issue is also that Russia conducts negotiations in good faith. And here, according to the spokesman, two factors are important – pressure on the battlefield and pressure on the international arena.
