Details: According to Neenzi, Crimea, occupied parts of Donetsk, Lugansk, Zaporizhzhya and Kherson regions allegedly “forever” became part of Russia. He also stated that Ukraine should agree to review territorial borders within peace talks, giving Russia the territories of Donetsk, Zaporizhzhya and Kherson regions, which are currently controlled by Kiev.

In addition, Neenza stressed that the future Ukraine should become a neutral state without membership in the military alliances and without the right to join security blocks.

Russian Foreign Minister Sergei Lavrov, acting on the same day, rejected the possibility of any territorial concessions by Russia.

Literally: “His statement reflects the preliminary request of the ruler of the Russian Federation Vladimir Putin, who in June 2024 stated that Ukraine should withdraw its troops and transfer to Russia any unocals in the four regions.”

Key conclusions ISW for February 17:

  • The Kremlin repeated its demands for Ukraine to give Russia additional territories in the east and south of Ukraine and dissolved Ukrainian troops in the future, continuing to refer to the fact that the Kremlin does not want to make territorial concessions in any future peace talks.
  • Lavrov and Nebenza also categorically rejected Europe’s participation in future peace talks and accused European countries of an aggressive attitude towards Russia.
  • It seems that the Kremlin also returns to Putin’s preliminary requirements and information operations aimed at delegitimizing Ukraine and its government in the eyes of the West – in particular, on the eve of the bilateral meeting of Russia and the United States on February 18 in Saudi Arabia.
  • The Russian delegation, which will take part in the Russian-American negotiations in Riyadh (Saudi Arabia) on February 18, does not include one of the members of the immediate surroundings of Russian ruler Vladimir Putin, who was called a probable negotiation.
  • Ukrainian troops continue to strike drones on Russian energy facilities that provide the Russian army.
  • The Russian command continues to give orders to execute Ukrainian prisoners of war on the front line.
  • Unknown sources have informed Bloomberg that Russia seems to be approaching an agreement with the Syrian Provisional Government to preserve the “reduced” military presence in Syria.
  • Russian troops advanced near the Toretsk, Pokrovsk, Kurakhov and Greater Novosilka.
  • The Russian occupation authorities continue to violate the Geneva Convention, calling the civilian population of occupied Ukraine to the Russian army.
