The use of blacklisted vessels increased sharply in August and September.

This situation is nothing but a blow to the Western authorities, which tried to limit Moscow’s access to petrodollars.

Bloomberg writes that since the end of April, at least 17 cargoes of oil and petroleum products have left Russian ports on ships that have been sanctioned by the United States, Great Britain or the EU in response to Moscow’s invasion of Ukraine in 2022. Most of the cargo was transported on vessels that belonged to the Russian tanker giant PJSC Sovkomflot at the time of the sanctions.

Immediately after the introduction of sanctions, the vast majority of tankers that became the object of sanctions were idle, some for up to eight months. But shippers have steadily increased their use of blacklisted vessels after successfully delivering cargo to China – at least part of their voyages were carried out on Western-sanctioned tankers with beacons disabled. Now tankers no longer try to hide their movements, openly delivering cargo to both China and India.

Use of sanctioned tankers accelerated in August and is expected to rise further this month. If this trend continues, it will ease the logistical difficulties that have arisen. However, Russia generally managed to find the necessary ships, even when their number was delayed.

The “Shadow Fleet” of the Russian Federation – the latest newsIn August and September, Russia increased transshipment of oil with the help of the “shadow fleet” to 83%. According to Anatoly Amelin, co-founder and director of economic programs of the Ukrainian Future Institute, daily crude oil shipments by sea to Russia for the week ended September 8 increased by approximately 40,000 barrels to 3.14 million per day.

Reuters later reported that Russian insurers were playing an increasingly important role in facilitating the supply of oil from the country to India, its biggest buyer, helping to protect Moscow’s export revenues despite Western sanctions.
