This was reported by the Russian publication Kommersant with reference to sources in the telecom market. According to them, two scenarios are being considered: blocking voice traffic only from abroad and a complete ban on voice calls in messengers. The interlocutor of the publication on the telecom market adds that “voice calls in messengers can be blocked only at the level of Roskomnadzor.” In October, Roskomnadzor already allowed the possibility of blocking calls through messengers, because the censorship department can do this if they violate the requirements of Russian legislation. At the same time, the communications operator “does not have the technical ability to analyze calls in messengers” and determine from which country they come.
