After U.S. Secretary of State Marco Rubio announced on January 28 that the U.S., Ukraine, and Russia had narrowed the scope of peace discussions to “one key issue” related to Donbas, Putin’s aide Ushakov said that “many other issues remain” on the agenda.
According to Ushakov, the issues of the territory are “the most important”, but “many other issues are still under consideration”.

Analysts at the American Institute for the Study of War (ISW) note that Ushakov’s statements indicate that the Kremlin continues to form a domestic political information picture to justify Russia’s reluctance to make concessions for the sake of a peaceful, negotiated solution.
At the same time, some experts suggest that the regular visits to the United States by Putin’s special representative Kirill Dmitriev indicate that Putin needs a dialogue with Trump and his representatives so that the United States does not renew its support for Ukraine, does not introduce new sanctions against Russia, and possibly cancels part of the current sanctions.

Analyzing the situation surrounding these negotiations, Ukrainian journalist Vitaly Portnikov notes that the Kremlin dictator Putin is using many “tricks” to show Trump his propensity for peace and his willingness to end the Russian-Ukrainian war. But it has several scenarios for the development of the conflict – that is why negotiations can “stomp in place”.
