One person familiar with Kellogg’s decision said he never intended to stay in the administration for long.
The news of this move came amid reports that the new draft peace agreement proposed by the United States includes significant concessions from Ukraine, particularly regarding territories and weapons. This framework proposal was spearheaded by US Special Envoy for Peacekeeping Missions Steve Witkoff, and Kellogg does not appear to have been involved in its development.
Kellogg strongly condemned Russian attacks on the civilian infrastructure of Ukraine. According to the media, he sometimes clashed with Witkoff, who repeated some of the theses of Russian President Vladimir Putin and has long advocated a unilateral exchange of territories as part of a long-term peace agreement.
The White House and the US State Department did not respond to requests for comment.

It’s unclear who — if anyone — will replace Kellogg. The United States has not yet appointed a Senate-confirmed ambassador to Ukraine. Career diplomat Julie Fisher was appointed charge d’affaires of the US mission in Kyiv in May.
As Reuters notes, Kellogg’s resignation will mean the loss of a key defender of Ukraine in the Trump administration. A special presidential envoy is a temporary appointment, and such envoys theoretically need to be confirmed by the Senate to remain in their posts for more than 360 days.
Keith Kellogg, the special representative of the US president for Ukraine, regularly visited Kyiv, in particular, in August, he took part in the celebrations on the occasion of Independence Day. He held meetings with representatives of the Ukrainian authorities.
