Response to Trump’s “peaceful proposals”. What document Ukraine and Europe presented the US in London – Reuters published a text

Cease-fire:

• The parties are obliged to fully and unconditional ceasefire in the sky, on land and at sea.
• Both parties immediately start negotiations on technical implementation with the participation of the United States and European countries. This happens in parallel with the preparation of the agenda and modalities for a full peace agreement.
• monitoring the ceasefire regime headed by the United States and with the support of third countries.
• Russia must unconditionally return all deported and illegally displaced Ukrainian children. Exchange of all prisoners of war (principle “All on all »). Russia should release all civilian prisoners.

Security Guarantees for Ukraine:

• Ukraine receives reliable security guarantees, including from the United States (An agreement, similar to Article 5), while there is no consensus on NATO membership among the members of the Alliance.
• No restrictions on the Armed Forces of Ukraine.
• Guarantors will be a special group of European countries and people who want non-European countries. No restrictions on the presence, weapons and operations of friendly foreign forces in the territory of Ukraine.
• Ukraine seeks to enter the EU.

Territory:

• Territorial issues will be discussed and resolved after a complete and unconditional ceasefire.
• Territorial negotiations begin on the basis of control line.
• Ukraine restores control over the Zaporozhye nuclear power plant with the participation of the United States, as well as the Kakhovskaya dam.
• Ukraine has a unobstructed passage of the Dnieper and control over the Kinburn Spit;

Economy:

• The United States and Ukraine implement an agreement on economic cooperation/mining.
• Ukraine will be fully restored and will receive financial compensation, including at the expense of Russian sovereign assets, which will remain frozen until Russia compensates for the losses caused to Ukraine.
• US sanctions imposed against Russia since 2014 can be gradually mitigated after a sustained peace and can be renewed in case of violation of a peace agreement.

Earlier, Reuters published the text of the document that US Special Representative Steve Witcoff handed over to European officials during negotiations in Paris on April 17.

The document states that it is the “final proposal” of the United States to both parties and provides for the recognition of Crimea by Russian by the United States, the refusal of Ukraine to join NATO, as well as the restoration of Ukrainian control over the Zaporizhzhya NPP, provided that “electricity is distributed between both parties” and the station management is transferred to the United States.
