Real salaries of Ukrainians fell to pre -war level

According to the calculations of the Center experts, nominal wages in the first quarter of 2025 compared to the fourth quarter of 2021 increased by 53.8%. Inflation during this time was 54.0%.

As a result, the fall of a real salary during this time was 0.3%.

In the first quarter of 2025, the average wage was UAH 23 460, which is 24.1% more than the same period of 2024. Given inflation at the level of 13.6%, the increase in the average wage exceeded the price index by 10.5 in. pp.

However, the growth of salaries is uneven, and reflects distortions in economics, which are strengthened by war and mobilization, according to the study.

According to the State Statistics Service, the largest increase due to the acute shortage of employees showed aviation transport (+51.5%), agriculture (+46.9%) and construction (+35.3%). High -profit sectors, such as IT (+32.5%) and finances (+28.6%), also increased wages, ahead of the average industry, trade and transport.

According to experts of the Razumkov Center, 13 out of 25 sectors of the salary economy are lower than the average Ukrainian level. Teachers and physicians remained out from the outsiders: in education, revenues increased by 13.5%, in health care – by 12.5%, which is lower than inflation – 13.6%, in fact reducing the real purchasing power.

“Before the war, their salaries were lagging behind the average economy by 12-16%, and now the gap reached 27% for doctors and 39% for teachers,” the statement said.

According to the preliminary government, in 2025 the average salary will be 24 389 UAH. The budget declaration defines the following indicators of average salary of full -time employees:

2026 – 30 240 hryvnias, an increase of 24%,

2027 – 35 268 UAH, growth by 16.6%,

2028 – 39 758 hryvnias, growth by 12.7%,

The NBU expects that in 2025 the increase in the nominal wage will be 17.7%, real – 3.9%. In 2026, the nominal salary will increase by 9.4%, real – by 3.3%. In 2027, the nominal salary will increase by 8.8%, real – by 3.5%.
