Real negotiations with Putin are impossible – the US ambassador to the Russian Federation

Negotiations in the Western sense, based on trust and an honest search for compromises, with Putin and the Kremlin are impossible, according to the former US ambassador to Moscow, John Sullivan.

“We need to talk to the Russians, we need to explain (our positions) to them and, what is important, listen to what they tell us, but this is not a negotiation! What does Putin say, what compromises is he ready for? Not at all! He will never make concessions on his military goals, which are the “denazification and demilitarization” of Ukraine,” Sullivan told the BBC.

Putin may agree to a ceasefire if the situation at the front forces him to seek a respite, but it will only be a respite, the diplomat believes.

The former special representative of the State Department for Ukraine and former US ambassador to NATO, Kurt Volker, also believes that the problem in negotiations with Putin is that his demands are the capture of Ukraine, and nothing else will suit him. Ukraine and the West should act from a position of strength towards Russia and force Putin to stop the war, providing Kiev with everything it needs, Volker said in an interview with Meduza.

On November 27, Trump proposed the candidacy of Keith Kellogg for the post of special envoy for Ukraine and Russia. In June 2024, Kellogg presented a plan to end the war between the two countries, according to which Kyiv would receive weapons only if negotiations with Moscow began. In the event of Russia’s refusal to negotiate, increased military aid to Ukraine is foreseen. The plan also calls for a ceasefire along the entire front line during negotiations.

Reuters reported last week, citing sources including five current and former senior Russian officials, that Putin is ready to discuss with Trump after he takes office the possibility of a ceasefire in Ukraine and, in particular, is ready to agree to freezing the war on the current front line, but has no intention of giving up most of the Ukrainian territories occupied by Russia, and insists that Ukraine should not join NATO.

The Kremlin, commenting on this publication, said that Putin is open to negotiations, but does not agree to freezing the front line.

On November 28, Deputy Minister of Foreign Affairs of the Russian Federation Serhiy Ryabkov told the official agency “RIA Novosti” that Moscow will settle the conflict in Ukraine through negotiations, if the USA and the West recognize that there is no alternative to “President Putin’s peace proposal.” There will be no negotiations if the West continues to supply Ukraine with weapons, he added.

In Kyiv, they have repeatedly stated that they cannot agree to any territorial concessions or freezing of the conflict. Such a freeze, according to the Ukrainian authorities, will only help Russia better prepare for a new attack.
