Razumkov urged not to deprive men 25+ who enter higher education institutions of the right to deferment

Dmytro Razumkov, the head of the inter-factional deputy association “Reasonable Politics”, expressed his displeasure with the parliament’s initiative to approve the deprivation of the right to a postponement from mobilization of men over the age of 25 who are studying at higher educational institutions.

He stated this during a speech in the Verkhovna Rada.

He claims that this decision will only undermine educational opportunities and may contribute to mass migration of young people abroad.

“Here they are talking about the fact that we have a total lack of people at the front, so they decided to take the deferment from those who are studying at the age of 25+. Ask yourself the question – how did people who are not really studying get there. Answer the question, who took the money? The next question – why don’t you deduct them if they do not study well? Why do you take away such a deferment from everyone: from those who study, from those who get an education, in those who will work for the benefit of our state after receiving a diploma?” Razumkov said at a meeting of the Verkhovna Rada on Wednesday.

Razumkov emphasized that it is inappropriate to punish all students for abusing others, pointing to weak control over the quality of education.

In addition, Serhiy Babak, head of the Verkhovna Rada Committee on Education, confirmed earlier that such legislative changes are being considered.

At the end of 2025, Oleg Sharov, Director General of the Directorate of Higher Education and Adult Education of the Ministry of Education and Science, stated that one of the challenges of the 2025 admission campaign was the creation of unfriendly conditions for those who want to use admission to get a deferment from mobilization.

The Ministry of Education also reported that the number of male entrants over the age of 25 at all educational levels in 2025 more than halved compared to 2024. According to the materials released by the committee, in 2021 there were 1,196 male entrants over the age of 25 at all levels of education (professional, professional pre-university, bachelor’s, master’s, postgraduate); in 2022 – 17,614 people; in 2023 – 44,042 people (of which 19,700 are undergraduates and 16,400 are postgraduates); in 2024 – 112,749 people (of which professional education – 7.3 thousand, vocational pre-university – 55.6 thousand, bachelor’s degree – 16.7 thousand, master’s degree – 26.1 thousand, postgraduate – 7 thousand); in 2025 – 53,517 people (of which professional education – 5.2 thousand, professional pre-university – 24.8 thousand, bachelor’s degree – 12.2 thousand, master’s degree – 9.1 thousand, postgraduate – 2.2 thousand).
