“By the way, the budget statement and plans for the budget for the budget 2026-2028. We were in the hands of the document that the Ministry of Finance is preparing it. Including there is a macro-forecast from the Ministry of Economy from mid-April 2025,” he wrote in his Telegram channel.
According to him, the following figures are currently predicted in the draft budget declaration:
- Minimum wage: in 2026 – 8 688 UAH, in 2027 – 9 374 UAH, in 2028 – 10 059 UAH;
- subsistence minimum for able -bodied persons: in 2026 – 3 288 UAH, in 2027 – 3 482 UAH, in 2028 – 3 667 UAH;
- Inflation: in 2026 – 9.7%, in 2027 – 7.1%, in 2028 – 5.6%.
According to Zheleznyak, government officials predict the average hryvnia to the US dollar:
- in 2025 – 43.3 UAH (43.7 UAH at the end of the year);
- in 2026 – 44.7 UAH (44.8 UAH at the end of the year);
- in 2027 – 45.2 UAH (45.3 UAH at the end of the year);
- in 2028 – 45.6 UAH (45.8 UAH at the end of the year).
“Let me remind you that the budget declaration has to approve by June 1, so something else can change. But I do not think significantly,” the MP added.
Economy forecastsThe National Bank somewhat worsened its estimates of the dynamics of economic recovery. It is expected that in 2025 the Ukrainian economy will increase by 3.1% (against the previous forecast of 3.6%). In the following years, the economy will increase by 3.7-3.9% per year, according to the NBU inflation report.
The IMF in March also revised the growth of Ukraine’s economy in 2025 – it is expected to be reduced by 0.5 percentage points compared to the previous forecast. According to the IMF experts, the growth of the Ukrainian economy can now be up to 2-3%.
