Details: During his speech, Putin stated that Russia allegedly did not reject the possibility of peace talks and he was “ready to meet with all” personally, including President of Ukraine Vladimir Zelensky. However, the Kremlin leader stated that Zelensky, in his opinion, has no legal authority to sign any international documents.

“We do not care who negotiate, I am even ready to meet. But when there is a final stage … The signature should be a legitimate power,” Putin said, hinting at what he considers the current President of Ukraine unsuitable for the conclusion of international agreements.
Explaining his position, Putin once again referred to the provisions of the Constitution of Ukraine, where it is allegedly written that the powers of President Zelensky had already ended.
Putin stated that Ukraine is allegedly a “Presidential-Parliament Republic”, in which “all authorities are formed by the President”, which, in his opinion, automatically calls into question the legitimacy of all Ukrainian authorities.
