The agency says that “a pre-trial investigation has been launched under the procedural leadership of the Kupyan and Izyum District Prosecutor’s Offices into the facts of the violation of the laws and customs of war by the Russians.”
“The troops of the Russian Federation shelled the Kharkiv region once again today: a civilian was injured,” the message reads.
According to the investigation, “on October 13, around 10:00 a.m., a Russian FPV drone hit an open plot of land in the city of Kupyansk. A 56-year-old man was injured, who was walking nearby at the time of the attack.”
“Also, on October 13, around 2:50 a.m., the occupiers launched a massive shelling of the village of Borova, Izyum district. Private homes, apartment buildings, administrative buildings, and shops were damaged,” the local prosecutor’s office said.

The Russian military regularly attacks Ukrainian regions with various types of weapons – attack UAVs, rockets, anti-aircraft missiles, and anti-aircraft missiles.
The leadership of Russia denies that the Russian army during a full-scale war inflicts targeted strikes on the civilian infrastructure of the cities and villages of Ukraine, killing the civilian population and destroying hospitals, schools, kindergartens, energy and water supply facilities.
The Ukrainian authorities and international organizations qualify these strikes as war crimes committed by the Russian Federation and emphasize that they are purposeful.
