In 2025, a significant increase in cigarette prices is expected in Ukraine due to a sharp increase in excise tax rates and new fiscal norms.
This is stated in the Inflation Report of the National Bank of Ukraine for April 2025.
According to the NBU, manufacturers and importers of tobacco products began to gradually raise prices in advance, preparing for changes that came into force at the end of March. In particular, it is about moving excise duties into euros and introducing an additional coefficient when calculating the minimum tax liability.
The main changes:
- In 2025 there will be a sharp increase in excise duty rates.
- In the period from April 1 to December 31, 2025, the ratio of 1.1 will be applied to calculate the minimum excise tax.
- In 2026–2028, further excise duty growth will be moderate.
The National Bank explained that the introduction of the coefficient is associated with the failure of the normative level in 60% of the excise tax in the weighted average retail price of cigarettes in 2024.
“It is expected that this will lead to a gradual increase in retail prices as the excise duty brands purchased for these tax changes,” the document reads.
Thus, in the near future, Ukrainians will feel the rise in price of tobacco products, which are part of the planned rapprochement with European tax standards.
