UNIAN Industrialists urged the government to provide funding for UZ from the state budget / photo UNIAN Representatives of the Ukrainian Industrial Complex called on the government to provide expenditures in the state budget for 2026 to compensate for losses of JSC “Ukrzaliznytsia” from passenger transportation. The appeal emphasizes that the current model, when the company is forced to cover the costs by raising tariffs for freight transportation, is dangerous for both the UZ itself and for the Ukrainian economy as a whole. This is stated in a letter to Prime Minister Yulia Sviridenko, who was signed by the representatives of the largest Ukrainian associations, including Ukrmetalurgprom, the Association of Ferroallays Manufacturers, the Association of Cement Manufacturers, the All-Ukrainian Union of Building Manufacturers and the Union of Chemists.

“According to estimates, the negative difference between income and expenses for passenger transportation in 2024 exceeded UAH 18 billion, and in 2025 it could increase to UAH 22-23 billion. industrial enterprises that are already operating on the verge of loss, ” – indicates in the letter.

Industrialists emphasized that passenger transportation is a social function of the state, as well as a component of defense capability, as UZ provides sustainable logistics for the army and has billions of doses to maintain infrastructure. That is why, according to industrialists, regular losses should be done at the expense of the budget.

“According to the estimates of” Ukrpromzovnisepertise “, raising tariffs by 37% will lead to a fall in GDP by UAH 96 billion annually, budget losses more than UAH 36 billion, reduction of foreign exchange earnings from export by UAH 98 billion and a decrease in almost 76 thousand jobs, of which more than 26 thousand.

The document also states that even in wartime, the freight segment remains profitable: in 2024, this profit amounted to UAH 20 billion. But already in 2025, it is not capable of covering increasing costs of passenger transportation, so industrialists offer two key solutions: to provide in the state budget-2026 expenditures for regular compensation for losses from passenger transportation, as well as to accelerate the preparation of the legislative framework to open the market.

The participants of the appeal recalled that in May 2025, the government decided to allocate more than UAH 4.3 billion of financial support to provide passenger and freight transportation in martial law. The Verkhovna Rada also supported the initiative to direct additional funds from the reserve fund.

“Such measures are steps in the right direction, but they should not be point -based, but systematic. Otherwise, the railway system is degraded, and the economic stability and national security of Ukraine will be threatened,” the industrialists summarized.

Earlier, the European Business Association also called on the government to provide compensation for Ukrzaliznytsia in the state budget, as well as to abolish the land tax for the company – it has been abolished in all developed countries of the world.
