Details: The publication, citing a European diplomat and a person familiar with the negotiations, says that this condition was key in the American proposals to Kyiv last week.

Rubio said during a phone call with European officials on Tuesday that US President Donald Trump would later hold talks on long-term security guarantees for Ukraine, which would supposedly guarantee Kyiv’s security.
The publication added that Ukraine’s leaders see Western security guarantees as the basis of any possible deal with Russia, even as NATO members struggle to figure out how to support the war-torn country with military aid and intelligence.
Trump said that he will not invite Ukrainian leader Volodymyr Zelensky to the White House until the agreement is signed.
According to another European diplomat, Rubio mentioned security guarantees for Ukraine during talks last weekend in Geneva, but did not elaborate and did not repeat the proposal during a phone call with the British and French.
Politico notes that the White House stressed that any final “peace plan” would have security guarantees.

Rubio and other US officials have since defended the 28-point plan as a starting point rather than a full proposal.
