The reason for the large-scale cyber attack on the state registers of the Ministry of Justice of Ukraine could be both phishing (a type of cyber attack, using fake e-mails, messages to trick a person into providing confidential information – ed.), and bribery of employees who had access to these registers. Oleksandr Fedienko, head of the subcommittee on cyber security, government communications, cryptographic protection of information of the Verkhovna Rada’s committee on national security, defense and intelligence, reported this, RFE/RL reports. According to him, the attack was well prepared, and the entry was made from the highest-level account. “There may be components of recruiting an employee of this institution, there may be a multi-level mechanism of planting some kind of flash drive so that it enters the person’s internal perimeter and is turned on. Here may be phishing computers of all employees who may be working remotely, which is prohibited in principle. That’s why it’s definitely not Vasya, Petya and someone else. That’s clear, cool a planned cyber attack, which could have been carried out with sufficient systemic organization,” Fedienko said. As a result of the attack carried out by Russian hackers, the operation of key systems of the Ministry of Justice was temporarily suspended. The hackers said they destroyed all the data they had access to, including backups on servers in Poland. State registers will be restored for two weeks. First of all, the Ministry of Justice will restore a single register of powers of attorney, a single register of special forms, notarial documents and an inheritance register, which will ensure proper accounting and minimize negative consequences. The State Service for Special Communications and Information Protection does not confirm the leak of information after the Russian cyber attack. The former Minister of Justice Denys Malyuska explained that there is no serious problem in the deletion of the registers by the Russians, as there are backup copies and everything will be restored soon.
