Paper work and misunderstanding of people’s experience in the army: what is wrong and how it will affect the reserve

In Ukraine, there is now no quality personal accounting of data about people who are serving in the army. Given our realities of wars, those who go to the reserve will be highly likely to return to service again. Without fixing their experience and skills, it will not be possible to qualitatively complete future units and plan the work of the troops.

Much information about the personnel is still stored on papers. Personal cases are conducted only for officers and military personnel. Soldiers and sergeants have only accounting cards where even less information. After dismissal, there is a high risk of losing this data.

It is also important to understand that paper accounting takes a lot of time and human resources, and the quality of such accounting depends on the motivation and responsibility of the people who do it. Moreover, not all parts are enough for this paper work. That is, there are units where information is not recorded at all.

For example, she has mastered UAV work, but may not have the appropriate specialty (BOC). Or has a specialty of an artillery player, but the case can be fuzzy experience: with what specific foreign weapons she can work, what training in Ukraine or abroad.

The obvious answer is system digital solutions that will make such information collection to see the real experience of people in the service.

In April, the Armed Forces launched the Information and Communication System “Impulse”. It allows digital accounting of personnel, and can be integrated with other systems for full data exchange. We need such a “impulse” or other digital decision at the level of all military units of defense forces. And it is important to implement it as soon as possible so that the parts do not lose time and have time to gather data about their people until they are free from service.

Qualitative data on the real experience of previous military service should be driven to the “Oberig” – the only state register of conscripts, conscripts, and importantly – reservists. The Ministry of Defense of Ukraine needs to develop the capacity of this register for effective construction planning. Currently, the main problem is that poor quality information comes there, or does not come.

We will have no other chance of fixing problems with accounting and really collecting information about the experience of people who are now at war. After the active phase of war or the abolition of martial law, most military units will be reduced. That is, there will be no access to information about people. Accordingly, we will not be able to understand who we are in the reserve and how these people can fight. It may seem that accounting is not on time, as it is more priority to concentrate on the battlefield, but the opportunity to plan a further struggle is also a matter of our survival.
