Details: According to Palamar, as of now, the payment of such a reward for NGU fighters is blocked due to the inactivity of the Cabinet of Ministers of Ukraine, which was supposed to approve the order and amount of these payments.
“Formally, the law exists, but the government has not been able to ensure its implementation in relation to the National Guard of Ukraine for the fourth year of the full-scale war,” says the military man.
It is about the law of Ukraine “On social and legal protection of military personnel and members of their families”. Article 9-2 of this law provides for the payment of compensation for destroyed or captured enemy weapons and equipment. The law establishes a range of amounts — from 4 to 300 subsistence minimums. In 2025, it will be from UAH 12,112 to UAH 908,400.
Palamar points out that at the same time, the Ministry of Defense “found the will and mechanisms to ensure the payment of rewards to servicemen of the Armed Forces for destroyed enemy equipment, while the Ministry of Internal Affairs could not obtain such a decision from the Cabinet of Ministers.
“Moreover, even the outdated instruction of the Ministry of Internal Affairs, which has been in effect since 2016 and which provided for fixed, albeit much smaller, payments for destroyed enemy equipment, is not applied today. It was adopted on the basis of the Cabinet of Ministers’ resolution, the effect of which was partially suspended for the period of martial law.
This is not a legal conflict or a technical oversight. This is a direct and frank injustice that affects the motivation, initiative and morale of servicemen subordinate to the Ministry of Internal Affairs,” the officer emphasizes.
As the deputy commander for work with the personnel of the 1st Corps of the National Guard of Ukraine, Palamar declares that such injustice “relentlessly affects the motivation, combat initiative and morale of the personnel.”

I will wait for the public response of the Cabinet of Ministers of Ukraine. And we don’t need an explanation of why “no”, but a fair and immediate decision to make it “yes”.
