The Cabinet of Ministers notes the positive dynamics of the Ukrainian economy, in particular, this year’s own revenues of the state budget increased by 25%.
This was announced by Prime Minister Yulia Svyridenko in Telegram following the results of the 15th meeting of the steering committee of the Ukrainian platform of donors.
According to the Head of Government, the Donors Platform has become an effective mechanism for coordinating budget support, reconstruction, development of private investments and implementation of reforms. This meeting was held in Kyiv for the second time this year, which is an important sign of the unity of partners with Ukraine.
Financial aid and next steps
Svyridenko thanked the participating countries of the platform for their financial assistance. She noted that the Government is working to make a decision on:

reparation loans;

new IMF program for the next period.
Government priorities and reforms
The Prime Minister and ministers informed the participants of the event about the steps taken by the Government to restarting the management of state-owned enterprises in energy and defense spheres. The following priorities of the Government’s policy were outlined:

software energy sustainability;

development veteran policy;
-
creation Veterans Fund with the involvement of foreign contributions.
Svyridenko emphasized that the security of Europe directly depends on the security of Ukraine, therefore special emphasis is placed on enhanced support for frontline regionswhere more than 6.5 million people live, and which are a “security belt for the whole of Europe”.
Ukraine risks finding itself in a financial trap already at the beginning of 2026 due to the European Union’s delays in approving a reparation loan, and this plays in Russia’s favor, Lithuanian Foreign Minister Kyastutis Budris said.
Ukraine calls on the countries of the European Union to make a political decision already in December regarding a large loan secured by frozen state assets of Russia in the amount of about 163 billion US dollars.
Norway refuses to guarantee the entire “reparation loan” of the EU to Ukraine with its sovereign fund.
