According to five diplomats and officials, the cost is engaged in the support of the EU capacity to simplify the procedure of receiving new members and to overcome the deadlock around the possible membership of Ukraine and Moldova, Politico writes. According to the proposal, the so -called negotiating clusters – the key legal stages on the way to membership – could be opened with the consent of the qualified most EU countries and not unanimously. To close the cluster, it would still be necessary to support all EU capitals, but the lower threshold to start negotiations would allow Ukraine and Moldova to begin the reforms necessary to demonstrate progress to implement EU standards in certain political areas. This would make it possible to promote membership applications, even if one or two countries opposed, a source familiar with the plan said.

According to diplomats, the cost directly convinces the EU leaders during its recent “tour capitals”, during which he met with a number of European leaders, as well as in bilateral negotiations in the fields of the UN General Assembly in New York.

Neither Ukraine nor Europe can afford to slow down reforms in Ukraine. Now to speed up the process,” Kos emphasized.
