Only a third of the categories are open in the International Register of Losses: which claims can be submitted

The International Register of Damages (RD4U) has opened only about 30% of the planned 45 categories of claims, although it was previously expected that all of them would be available by the end of this year. Despite this, Ukrainians have already submitted almost 70,000 applications, and an average of 200 new ones are added to the Register every day. This was stated by the Head of the Verkhovna Rada Committee on the Organization of State Power, Local Self-Government, Regional Development and Urban Planning, Olena Shulyak, RBC-Ukraine reports.

Claim categories are available

Recently, a new category A3.3 “Loss of housing or residence” was opened in the Loss Register, which applies to persons who did not own the destroyed or damaged housing, but only lived in it (for example, rented it).

In addition to this, the following categories are open for submission:

  • A1.1 – Forced internal displacement.
  • A2.1 – Death of a close family member.
  • A2.2 – Disappearance of a close family member.
  • A2.3 – Serious bodily harm.
  • A2.4 – Sexual violence.
  • A2.5 – Torture, inhuman or degrading treatment or punishment.
  • A2.6 – Deprivation of liberty.
  • A2.7 – Forced labor or service.
  • A2.8 – Forcible transfer or deportation of children.
  • A2.9 – Forcible transfer or deportation of adults.
  • A3.2 – Damage or destruction of non-residential real estate.
  • A3.6 – Loss of access or control over real estate in temporarily occupied territories.

Who can apply and the purpose of the Register

  • Who submits: An application can be submitted to RD4U both by a citizen whose destroyed home was on the territory controlled by Ukraine, and for housing located on temporarily occupied territories (TOT).
  • Goal: Currently, RD4U is not about the payment of compensation, but about gathering information about the damage caused by the military aggression of the Russian Federation. This is a source for keeping all evidence of damage and losses for which the Russian Federation will later have to pay reparations.
  • Payment terms: It is expected that the Compensation Commission, which will consider the applications on the merits and determine the amount of compensation, can start work in year.

Previously, the International Register of Damages, created to record losses caused by the aggression of the Russian Federation against Ukraine, opened a new category — now owners and co-owners of non-residential real estate can submit applications for compensation for damage or destruction of such property.

Ukraine is working on opening all 45 categories of the International Register of Losses by the end of 2025.
