“With the assistance of the Ministry of Defense, the employees of the SBI uncovered the scheme and reported the suspicion to the head of one of the central departments of the Logistics Forces Command of the Armed Forces, the head of the department of this department and the former director of a private enterprise, which caused losses to the state of more than 83 million hryvnias during the purchase of spare parts for armored vehicles” , – the SBI reported.
According to the SDB, in 2022, the director of a private enterprise submitted a commercial proposal for the supply of necessary spare parts to one of the offices of the Logistics Forces Command of the Armed Forces of Ukraine. “At the same time, he deliberately overestimated the price of products and did not have the relevant experience in the manufacture and supply of such products,” the message states.
As noted, the administration officials responsible for the purchase knew that there were other suppliers, but did not conduct appropriate checks of the company’s offer and market prices, instead “formally conducted negotiations with the company and announced it as the winner.”
“Due to this, two contracts for the supply of spare parts at inflated prices were signed. The total amount of the contract amounted to more than 171 million hryvnias. According to the results of the examinations, it was established that the state suffered losses of more than 83 million hryvnias,” – reported the SBI.
The head of one of the central departments of the Logistics Forces Command of the Armed Forces of Ukraine, the head of the department of this department, as indicated by the bureau, was notified of the suspicion of abuse of official authority, committed under martial law, with a prior conspiracy (Part 2 of Article 28, Part 5 of Article 426-1 of the Criminal Code of Ukraine).
The ex-director of a private enterprise was notified of suspicion of misappropriation of property by abuse of official position (Part 5 of Article 191 of the Criminal Code of Ukraine).
The sanction of the articles provides for punishment in the form of imprisonment for a term of up to 12 years with confiscation of property.
Searches were conducted at the place of residence of the accused. The submission of a motion to choose a preventive measure in the form of detention is being prepared.
The investigation continues, the facts of the legalization of the money received for spare parts by the director of the enterprise are being investigated.
