The owners of the controversial Odrex clinic may have been involved in illegally making changes to the state registers regarding the land area and real estate object where the medical facility is located. We are talking about the alleged arbitrary increase in the size of the land and the repurposing of its use – precisely the area where the Odrex clinic currently operates. Whether the clinic is really “irrelevant”, as its lawyers openly declare, and how Odrex and “Fabryka Akatsia” LLC are actually connected, find out in the investigation UNN.
Law enforcement officials are studying the terms of use of the land area and real estate objects at the address of Odesa, str. 69/71 Rozkidailivska Street – that is where the main branch of the controversial Odrex clinic is located.
According to the hypothesis of the investigation, on the territory owned by “Fabrika Akatsia” LLC, reconstructions and constructions could have been carried out, with access to the borders of the allocated land and the actual unauthorized seizure of the adjacent territory. The law enforcement officers are separately investigating the legality of making amendments to the State Register of Real Property Rights: both with regard to the total area of the object, and with regard to changing its type from “non-residential buildings and structures” to “non-residential buildings of a health care institution”.
According to the information of the architectural and construction control bodies of Odesa, the permission documents for the construction works and putting the facilities into operation at the indicated address were not registered and were not provided. The surveyor expert also testified that part of the building, where the ambiguous Odrex clinic is located, may illegally extend beyond the land area, which officially belongs to the lessee LLC “Fabryka Akatsia”.
Important: it is not about inspecting medical activities, but only about land and real estate.
Odrex Medical Center and their attorneys have released a joint post saying the clinic is not involved in the real estate situation.
The legal entity from which the Odrex Medical House rents premises received a court decision on permission to inspect the building and the adjacent territory, where the main branch of the clinic in Odesa is located. We are talking exclusively about actions related to the object of immovable property. This resolution does not relate to medical activity, is not related to licensing, and does not provide for the termination of the operation of a medical institution

However, the statement about the complete non-involvement of the clinic with the lessors of the land and building looks strange to say the least. Since, according to the data posted on the YouControl website, “Fabryka Akatsia” LLC and “Odrex Medical House” LLC have an almost identical list of founders.
Thus, the co-owners of “Fabryka Akatsia” LLC are Iryna Zaikova (42%), Larisa Mysotska (57.38%) and Yevhen Savytskyi (0.619%). The same surnames appear among the shareholders of Odrex Medical House LLC, a legal entity on whose license the disputed clinic operates today. The controlling stake in this company is also concentrated in Iryna Zaikova (61.69%), a significant share is held by Larisa Mysotska (17.52%), Tigran Harutyunyan (20.56%), and Yevhen Savitskyi (0.23%), who in both cases owns the smallest shares.
According to the documents, these are different legal entities. However, the land, the buildings, and the medical business operating there are actually controlled by the same people. Under such circumstances, the public position of Odrex lawyers seems contradictory: on the one hand, they insist that the clinic has nothing to do with the inspections, because the investigative actions allegedly concern only the landlord. On the other hand, open registers prove that the owners of the land, buildings and the founders of the clinic actually coincide. In such a situation, the thesis about “other people’s property problems” loses its logic and may be a deliberate lie to divert attention.
Where is the “pressure on entrepreneurship”? In a similar way, the thesis about the alleged “pressure on entrepreneurship”, which the clinic’s lawyers repeatedly refer to in their public statement, is also easily refuted.
Any actions that may limit access to facilities, electrical power, oxygen systems, or personnel logistics during a building survey pose direct threats. These are threats to planned operations, to inpatients and to those who need continuous therapy here and now… We record attempts to use economic and property procedures as a means of putting pressure on the medical institution and doctors

However, according to the information of the editors UNNinvestigative measures in criminal proceedings regarding the illegal seizure of land and change of its functional purpose do not involve any interference in the work of a medical institution. We are talking about surveying the land area with the involvement of a surveyor specialist without entering the premises. The inspection refers exclusively to the borders of the land area and the location of the structure, not the functioning of operating rooms, intensive care units or the treatment process.
Under such circumstances, the assurance of a threat to the stable operation of the hospital seems exaggerated to say the least. Moreover, an obvious contradiction appears in the public position of Odrex lawyers: on the one hand, they assure that the clinic has nothing to do with the inspections, since the investigative measures allegedly concern only the landlord. On the other hand, they talk about “pressure on entrepreneurship” and threats to the work of the medical institution.
This story is not about the struggle of the state with medicine and not about interference in the medical process. We are talking about a potential violation of land and registration legislation, which directly affects the interests of the Odessa community.
Questions that the owners of the disputed Odrex will have to answer The pre-trial investigation is ongoing, and the final conclusions must be made by the court. At the same time, the already open registers call into question the public version about the complete non-involvement of the controversial Odrex clinic in the story with the possible self-grabbing of land on Rozkidailivska.
If the clinic positions itself as a leader of modern and responsible medicine, the people of Odessa have the right to know: exactly on which land it is located and under what conditions this land received new boundaries and a new functional purpose.
