Reserve units were created. Their core was people who had gone through the war. Around them are those who mobilized. After training, everyone was waiting for equipment. All this talk about new brigades – in order for there to be rotation, one brigade must be replaced by another. We can call it “new”. That’s why no one made dozens of new brigades
The president noted that there are some moments when, for example, one or another brigade can no longer hold an area of a certain width.
“Because she is tired. Not only that you cannot replace her, but also the number of Russian troops in the direction says that you need to reinforce it with an additional brigade. Because the “Russians” are one to eight, or one to three,” – said Zelensky.

Before that, Zelenskyy stated that in the east of Ukraine there is a slow, but nevertheless pressing and advancing Russians. This is due to the slow completion of brigades with weapons and training of the military.
In April, Zelenskyi said that Ukraine was forming new brigades to strengthen its positions, and that they needed support.

In November, the spokesman of the General Staff of the Armed Forces of Ukraine, Captain Dmytro Lykhovi, explained to journalists the need to create new brigades in the Armed Forces of Ukraine and strengthen the brigades’ defense areas with battalions from other military units instead of replenishing the personnel of the brigades themselves.
