New security alliances as an alternative to the world order of dictatorships. Ahead will be the one who master the technology

It is very symbolic to speak today when the world should celebrate the 80th anniversary of the end of the war against fascism. But unfortunately, the country that suffered from fascism then, today, having first assigned a collective victory, continues a brutal war. Killing, like 80 years ago, fascists, women and children under the slogans of their own propaganda. Conversely, the descendants of those who by force have been trying to protect the Ukrainian people with their weapons. What happened in this world?

But first of all, I would like to point out that we are extremely grateful to you, to our partners, because without your help with money and weapons, without political and moral support, of course, today, my speech would simply not be here. Western help made it possible not to fall and stand. Of course, I confirm, for every delay, sometimes we had to pay a very high price. But today, in 2025, apparently such support is fundamentally not enough. It’s not about the number or time of assistance, although they are still important.

Today, I want to talk about growing threats that continue to destroy the world order, and can soon lead to the fact that each of us will need help in this hall. All this happens against the backdrop of war in Ukraine, where, obviously, Ukrainian soldiers are fighting not only with the united resources of Russia, China, North Korea and Iran, but with their soldiers. Does it seem strange to you that in the 21st century, exactly 80 years after the bloody war of humanity, in the heart of Europe, the eleventh year is a war that is gaining momentum daily, absorbing more and more victims? Doesn’t it surprise you? What about the world order? Is it at all?

Here is our experience about the world order. So, the hardest thing is to explain it to children whose parents have died on a real front. It is impossible to explain to parents who have lost their innocent children. I can also tell you how it is to talk to mothers who do not even know where their child and hope for a miracle to the last.

Let’s figure out what this “world order” meant for Ukraine, which existed until August 8, 2008. I deliberately come back to this date, because it was when Russian missiles and shells flew to the heads of Georgian children, this world order would have to know. But the world order was silent, and watched as one country allowed itself to kill people of another country. But how did the rules on which this world order was held? These rules, which were stored in an organization called the UN, were also silent. And exactly 17 years later, this organization – yes, it is the UN – in 2025 he could no longer officially recognize the obvious fact of daily murder of Ukrainians.

Already in 2014, this world order eventually showed concern. As a result of such concern on February 24, 2022, as in 1941, the Nazis, at 4 o’clock in the morning, new cannibals on tanks began to press the Ukrainian state. As a result, Ukraine has lost tens of thousands killed today and hundreds of thousands of wounded. Millions of people have lost their homes. Millions of Ukrainians left the country? saving their children from war. The territory occupied by the enemy looks like a stone desert made of apocalypse.

Every day, the same enemy terrorizes civilians with rockets, bombs and shamed, killing in principle women and children. Most of the male population is on the front. Here’s what is the world order for Ukrainians. It simply does not exist. It did not exist for Ukraine either in 2014 or in 2022, it does not exist now. You may think you are lucky. You are not Ukraine. You will not have it. Forced to upset you. Some in Ukraine also thought in 2008 and in 2014. By the way, many of these, the latter, already in another army, in 2022 came to kill with the horde of their relatives and neighbors with yesterday’s.

It is especially interesting for me today to see those in Europe, who was very surprised by emotional speeches in Munich in 2025, not because it was happening near Ukraine for 11 years.

And as a result, Ukraine, which remained out of the world order, was forced to choose the right to live with weapons in their hands, the cost of lives of its own people. And by the way, we will surely make sure that in the next world order Ukraine does not remain outside it.

But there is no world order described in the writings of the great creators of the liberal world. He came to his logical end under the pressure of dissatisfied, on the one hand, and fear and inability – on the other. As a result, the existing world order system, which was historically based on two components – a set of rules and balance of power, began to collapse. Because these rules should be ensured by the force of coercion, provided by world policy leaders.

Rules prescribed for joint existence do not apply. The institutions designed to control the implementation of these rules will never be able to control them, because they are themselves part of those who are dissatisfied with these rules.

The force of the contract is of no importance. Destructive trends in the world security system have questioned the system of international security guarantees. What is the cost of a Budapest Memorandum? Exactly that the 5th Article of the NATO treaty. The concept of security guarantees – legal, diplomatic and military – has lost its unconditional. And the search for these guarantees, on the example of Ukraine, calls into question their existence at all today.

No balance of the forces that teachers at universities are so persistently told. The same balance that was formed after the Cold War. And not only morally but also physically. If someone under Article 5 NATO measures its own military force a sample of the last war in Iraq, I sympathize with you.

And a very important aspect that today is afraid to mention today. This is morality. It is on the basis of the principles and norms of universal morality that the world order should be built. But where is she? Human life should be of the highest value. In the most difficult circumstances, in the absence of political and legal regulation, it is the norms of morality that can be perhaps the only landmarks of the behavior of states. But it, morality, is also gone. Because the same dissatisfied with this system worked on it.

The latest information technologies have emerged that transform social communication and thus change society. Traditional media were increasingly inferior to social networks. Filters that could complicate the spread of untrue information and destructive psychological influences have long gone. Today, even God Evil can turn into an expert in an instant, and later influence the moods of millions, and because of this – state policy.

And then, when one part of humanity, fascinated by its own peace and well -being, fought wrinkles and promoted the ideas of “social justice” and tolerance, the other side sharpened the knives and raised the murderers. Over time, as I said, the body that had to take care of international morality did not even recognize the aggressor by the aggressor. Because for some morality is murder, and for others it is just a business and no morality.

Here we came to the main question. And what exactly are the existing alliances that were the basis of the world order?

It is difficult and not very nice for me to evaluate those who helped and help us. But still, if we are looking for a way out, then I will be frank and I will say solely my own opinion.

I hope that NATO is likely to withstand this strength test that should be naturally. I sincerely wish it to be only moral trials. But this is only my desire. However:

NATO is afraid of expanding at the expense of countries such as Ukraine or, for example, Moldova or Georgia. It is really a fear of Russia that these countries are probably owned by it. Then the question arises: why then this alliance, if he is panicked about having enemies? Can he then, at least theoretically, play a role in ensuring the safety of a group of countries?

All the same fear of escalation or red lines, or something else, not only I but some members of the Alliance, raises doubt as long as the hypothetical implementation of Article 5. In the current situation, this is an extremely alarming signal.

I repeatedly repeated that the nature of modern war has changed and continues to change. When I talk about the nature of war, I mean not only the drones that have seized the battlefield. Never invent yourself that you need a transformation of the defense industry or re -equipment. You need a new state policy. As it was once – during the taming of atomic energy or the development of space. I talk about technologies that continue to develop, I talk about new science, about production and, of course, the use of the Armed Forces. And this is a new tactic, a new organization, new doctrines, new preparation and defense planning (allocation of funds). All this requires not only additional resources, but also, most importantly, additional time. For example, if NATO will refuse tanks tonight and start mastering technologies, then in 5 years he will be able to reach the level of the Armed Forces in 2024. But technologies will go further during this time. Like enemies.

The nature of the modern war is far from what NATO is currently operating. Therefore, the current potential can be used in a fairly short time. If the future war covers several regions, the resource will be exhausted even faster.

These are just a few examples of how you can evaluate the effectiveness of the Alliance on the realistic side. I doubt that what I am talking about now is unknown, let’s say so, a probable enemy.

What to do next?

It seems that everything is simple. First, find the leaders who have the courage to look at the truth and lead to the future.

Today, all politicians are looking for their victories in the past where they would like to return. Someone wants to restore the USSR and return NATO to the 1997 borders, some want to make America a big one again, someone thinks of the Great Hungary, someone – about the grandeur of the Ottoman Empire. China is inspired by its history when it was the leader of world development. But the truth is that it is probably impossible today. The world is completely different. And technological development can change everything again, making the return to the past. So we all have a chance to keep our own children and their future.

What does this mean? This means that global problems require a global solution. And this is the construction of the world order of the world, which is already being formed.

Of course, this should begin with the fact that the Western world cannot afford that Ukraine loses the battle with the enemies that plan to destroy it. Because Ukraine is an obstacle for a new world order in Europe.

The next step, of course, should be the construction of a completely new European security architecture. Obviously, new American politics, most likely, means that a security contract with Europe has ended.

Then Ukraine needs Europe as a shield. We have the largest army on the continent. We are the only one that knows how to restrain Russia. We are the only one that is able to wage a modern high -tech war.

Europe is needed by Ukraine as a source of investment, political and moral support.

Europe needs to be consolidated. The difficulties that have arisen today and will arise in front, give impetus to forming a new union – security, above all, and then economic. In this union, Ukraine will play an important role because it is impossible without Ukraine.

So, ahead, we are waiting for new alliances and coalitions. The rapid development of technology gives a chance to safety. But only those who will be able to build flexible coalitions. Yes, today, on the one hand, technological competition between potential opponents no longer demonstrates direct dependence on economic potential and GDP. The cost of information technologies of intelligence, modern means of defeat, radio electronic struggle and situational awareness makes them accessible to any country in the world.

On the other hand, the Russian-Ukrainian war, as well as the development of military potentials of some countries of the world show that individual states may have technological advantage in certain areas, but none of them will be able to ensure their own self-sufficiency in the whole spectrum of modern defense technologies. Even the United States, according to recent studies, lags behind a number of countries in such critical areas of the future as 5G, hypersonic weapons, remedies, semiconductors, energy and quantum technologies.

Therefore, the search for alliances and alliances for joint development and exchange of advanced technologies, strengthening of production capabilities and consolidation of resources will be an absolute need for countries that will want to provide their own technological advantage and as a result of guaranteeing their own safety. Because control over critical resources and technologies will be a matter of survival.

And last. In such alliances, education and science are the best investment, and innovative potential is a new key competitive advantage of the future ..
