On November 26, 2025, the European Parliament adopted a report calling for a uniform minimum age of 16 for the use of social networks, video platforms and digital AI services in the EU, as well as banning harmful digital practices targeting minors.
The National Association of Lobbyists of Ukraine expressed full support for this initiative, considering it an important step for creating a safe, ethical and responsible digital environment.

European recommendations provide for:

setting the minimum age for access to social networks — 16 years old;
-
children 13–16 years old can access it only with parental consent;
-
prohibition of the most harmful elements of digital design, including autoplay, infinite scroll, dark patterns, intrusive recommendation algorithms;
-
prohibition of targeted advertising and influencer marketing aimed at minors;
-
enhanced responsibility of digital platforms for the protection of children, including the personal responsibility of company managers;
-
implementation of accurate and private age verification systems.
In the context of the European integration of Ukraine and the adaptation of national regulation to EU standards, the National Association of Lobbyists of Ukraine declares:
1. NALU officially supports the proposals of the European Parliament on reforming the rules of children’s digital safety.
2. The representative office of Ukrainian lobbyists in Brussels is already starting consultations with European institutions to coordinate approaches that can be implemented in Ukraine.
3. The association will recommend to the Verkhovna Rada of Ukraine and specialized committees to consider the possibility adaptation of the proposed European norms to national legislation.
4. NALU is ready to provide expert, analytical and regulatory and methodological support Ukrainian authorities in the development of relevant legislative changes.
5. The Association believes that protecting minors online is a matter of national securitydigital health of society and responsibility of the state to the young generation.
The National Association of Lobbyists of Ukraine will continue to work on the establishment of transparent and European standards in the field of digital policy and advocacy, contributing to the formation of modern legislation that will protect children and support the development of an ethical digital space in Ukraine.
