A new survey showed that the conditional peace plan of the Russian Federation, which, in particular, includes a significant reduction of the Ukrainian army, refusal to NATO membership and transfer under the control of Russia’s territories controlled by Ukraine, categorically reject 76% of Ukrainians.

In May 2025, KIIS investigated the attitude of Ukrainians to three variants of peace plans, in July-August 2025, these questions were asked to track the dynamics of public sentiment.
Respondents were accidentally chosen and read only one of the three options, to avoid the effect of the impact of the order of questions.
The survey included:
US conditional plan: a group of European states, but without the US, they give Ukraine security guarantees; Russia retains control over the occupied territories; The US officially recognizes Crimea as part of Russia; Ukraine is moving to EU accession; The US and Europe abolish all sanctions against Russia.

“Yes, 76% of Ukrainians categorically reject Russia’s plan to establish peace (there were 82% in May). They can agree to Russia’s requirements – 17% (growth of 10% in May). The US conditional plan can take 39% of respondents, and this figure increased from 29% in May (at the same time, predominantly respondents to emphasize that this option is difficult for them). However, for a larger share of Ukrainians (49%), the plan is categorically unacceptable (62%in May). The joint plan of Europe and Ukraine is ready to accept 54% (51% in May). This plan is considered categorically unacceptable – 30% (in May – 35%), ”the study said.
In regional dimension in all regions, Ukrainians are strongly opposed to Russia’s requirements and only a small part is ready for peace on the enemy.

In the case of Russia’s plan, although the proportion of those who are ready to accept are also higher, but the vast majority are still strongly opposed.
