In 2025, social spending will focus on four main areas of assistance.
Protection from poverty
In 2025, UAH 19.7 billion will be allocated to support low-income families.
“These expenses will be enough to protect the most vulnerable low-income families,” the message says.
The level of provision of the living wage for children (+5%) and able-bodied persons (+5%) will increase.
UAH 81.8 billion is earmarked for social protection of Ukrainians who have fallen into difficult life circumstances. Accommodation payments will be kept for internally displaced persons (IDPs):
• 3 thousand UAH for persons with disabilities and children;
• 2 thousand UAH for other persons.
In addition, UAH 42.3 billion has been allocated for housing subsidies to help Ukrainians cope with the rising costs of housing and communal services.
Support for people with disabilities
The number of Ukrainians with disabilities is increasing because of the war, so support for this category has become especially important.
• UAH 6.7 billion will be allocated to providing rehabilitation services, high-quality care and modern prosthetics.
• UAH 1 billion – for the rehabilitation of children with disabilities, so that they have a chance for an active future.
Every child deserves a family
The state strives to create conditions for all children to grow up in a family environment.
“We are increasing the focus on family education, therefore increasing the expenditure on the corresponding funding,” the message reads.
Main directions:
• UAH 251.7 million – to support foster carers (+317%);
• UAH 1.07 billion – to help orphans raised in families.
Innovations in social services
UAH 1.6 billion has been allocated for the development of modern social services, which is 50% more than this year.
Special attention will be paid to:
• creation of Life Sustainability Centers for psychosocial support (604.8 million UAH);
• care for the elderly and IDPs according to the principle “money follows people” (366.9 million UAH);
• payment of day care for children with disabilities (328.6 million UAH).
The Ministry of Social Policy added that the government will continue to seek additional resources, including through international partners, to ensure a decent life for those who need it most.
