The Verkhovna Rada’s approval of an increase in defense spending in 2024 will make it possible not only to better support the military, but also to strengthen the country’s defense capabilities, Ukrainian Defense Minister Rustem Umyerov said.

“Out of these funds, 274.4 billion hryvnias will be used to pay our defenders and their families. Another 76.2 billion will be spent on weapons and equipment, which will help modernize the army and increase its combat effectiveness. It is important that priority in purchases will be given to Ukrainian arms manufacturers,” he wrote on Facebook.

Today, the Verkhovna Rada approved a draft law on increasing defense spending by about 500 billion hryvnias.

In early July, the government met with representatives of the Council for the Support of Entrepreneurship in Martial Law. According to the press service of the Ministry of Finance, the participants of the meeting discussed the government’s proposals for filling the state budget with taxes, as well as additional ways to increase revenues for defense financing by more than 500 billion hryvnias: 60% of these funds will go to the salaries of the military, 40% to weapons, equipment and other critical costs.

On July 18, the Cabinet of Ministers registered the draft law “On Amendments to the Tax Code”. The document proposes to increase the military levy rate to 5% (currently it is 1.5%) and to oblige FOEs of the third group to pay 1% of the levy. On September 17, deputies on the second attempt supported the draft law on tax increases in the first reading. The second reading is expected in October.

The head of the budget committee of the Verkhovna Rada, Roksolana Pidlas, claimed that if taxes are not raised, the military risks being left without support already at the end of September.
