Ministry of Finance: In 2025 they will conduct inspections of state budget expenditures in 31 areas

The Cabinet of Ministers of Ukraine approved an order for conducting in 2025 inspections of the expenditures of the state budget in certain areas. According to the Ministry of Finance press service, in 2025 the cost reviews will cover 31 spheres of activity 19 main spending units. Among the key areas are social protection, education, health care, energy, business support, culture, international activity, youth policy, religion, as well as the institutional capacity of scientific institutions. “In order to strengthen the analytical component of cost reviews, especially for the quality of public services, the order provides for mandatory involvement in the working groups of experts on gender equality and gender analysis. Such analysis should determine the degree of providing the needs of women and men, taking into account age, health, place of residence, etc. ”, – explains the ministry. The decree also introduced reporting by the main spending units who have conducted expenses, government and the Ministry of Finance on the measures taken as a result of such reviews. The Ministry of Finance notes that conducting annual cost reviews is provided by the Budget Code of Ukraine, a plan for implementation of the reform strategy for 2022-2025, the plan of Ukraine for the implementation of the Ukraine Facility tool, as well as the recommendations of the European Commission within the EU Extension Package 2024. Cost reviews are an important tool for improving the efficiency and efficiency of budget use.
