Due to the Russian attacks in Kyiv and the region, it is impossible to predict the transition to hourly schedules, said Deputy Minister of Energy Mykola Kolisnyk.

“The most difficult situation is in the capital region, in Kyiv… Emergency and restoration work continues and will take place practically around the clock, despite all the difficult weather conditions, in order to stabilize the situation as soon as possible and move to the planned schedule. But the situation is difficult and we cannot make any predictions, as the enemy continues intensive attacks,” he said during the briefing.

According to him, the energy system has damage to power generation, transmission and distribution facilities after past shelling, and additional attacks affect the pace of recovery. Kolisnyk added that bad weather also affects spot blackouts.

At the same time, the general director of the energy supplier YASNO Serhiy Kovalenko said that the situation with the energy supply of the right bank of Kyiv has deteriorated to the level of the left bank.

“A large number of applications go online about problems with light. It is necessary to understand that the resource of the brigades is limited. And it turns out that approximately 70% of departures are conditionally false. That is, people make applications due to the fact that there is less light than expected. Or problems on the houses. And only 30% are real problems that require the intervention of network teams. Please keep the applications real. Because there are a lot of accidents and we want the resource to be used where it is really needed,” he wrote on Facebook.

According to the Air Force, Russia launched 25 missiles and 293 attack drones at Ukraine on the night of January 13. Air defense forces neutralized 7 missiles and 240 drones. DTEK reported damage to its thermal power plant. The authorities, in particular, of Dnipropetrovsk Oblast, Odesa Oblast, and Zhytomyr Oblast reported damage to infrastructure.

Since the beginning of the full-scale invasion in February 2022, Russia has been striking Ukraine’s energy infrastructure. Since the beginning of the fall of 2025, Russian forces have intensified their attacks on the Ukrainian energy industry. According to the Ministry of Energy, as of December 12, the Russian military has attacked Ukraine’s energy infrastructure 4,500 times since the beginning of 2025.

Recently, a particularly difficult situation with energy supply has developed on the left bank of Kyiv and nearby areas of Kyiv region, where emergency shutdowns continue after the Russian attack on January 9, and the usual schedule can look like this – four hours with light, 12 hours without electricity. The mayor of Kyiv reported that this Russian attack was the most painful for the city’s critical infrastructure. According to the Ministry of Energy, on the morning of January 9, more than 500,000 consumers were cut off in Kyiv and the Kyiv region.
