It is noted that the propaganda leaflets were delivered to the Ukrainian embassy in Seoul by the “Refugee Propaganda Corps”, which includes former North Korean soldiers who defected to South Korea and those whose sons served in the DPRK army.
These leaflets are intended for distribution to North Korean soldiers in Russia. They contain messages encouraging them to desert, as well as instructions on how to do so. Public activists also transmitted audio files with messages of the same content.
The North Korean defectors plan to hand over the same propaganda materials to the Ukrainian military in Brussels along with a letter calling for the use of psychological warfare against soldiers from the DPRK.
The letter emphasizes that the Ukrainian military can ensure mass surrender and desertion of North Korean soldiers if they succeed in deploying proactive psychological warfare.
