Minister of Foreign Affairs Andrii Sybiga met with United States Secretary of State Anthony Blinken in Brussels, the press service of the Ministry of Foreign Affairs reported on December 3.

According to the report, the parties at the NATO headquarters signed a Memorandum of Understanding between the governments of Ukraine and the United States regarding cooperation in ensuring the stability of Ukraine’s energy system.

The Ministry of Foreign Affairs adds that the document creates a legal framework for improving the stability of Ukraine’s energy system. In particular, it is about restoring critical infrastructure, introducing distributed generation, reforming the energy sector and facilitating the transition to a “low-carbon, competitive and European-integrated economy” after the war.

According to the Ministry of Energy, since October 2022, Russia has carried out more than a thousand strikes on Ukrainian energy infrastructure facilities, this year alone 9 GW of generating capacity was lost due to strikes.

There are currently blackout schedules in Ukraine due to damage to energy facilities during a massive Russian missile and drone attack on November 28.
